The first conference of budget management committee was held

On the morning of March 19^th, CNAICO held the first conference of budget management committee, in which the progress of the comprehensive budget was reported and the draft was discussed, checked and approved. The president of CNAICO and director of budget management committee, Ji Xuecheng hosted the meeting, and the manager of Capital and Budgeting Management Department, Wang Huiqing, reported the overall progress of preparing the budget. Other committee members and staffs from the Office of Budget Management also joined the meeting.

 

According to the regulations of the comprehensive budget management, the Office of Budget Management finally formed the draft of the comprehensive budget, through the steps of kick-off meeting, training, organizing each department to report, summarizing data, and modification of the budget. In the conference, the manager of Capital and Budgeting Management Department, Wang Huiqing, briefly introduced the process of developing the comprehensive budget, summarized the execution results of 2012 expenses budget, and reported the 2013 comprehensive budget in detail.

The budget management committee has listened of carefully about the draft of the budget, discussed and analyzed the challenges and opportunities faced in the operation and management from the aspect of overall business situation, the profitability, the level of development, and financial situation of CNAICO. In the same time, the committee also made some suggestions in improving the management of CNAICO.

The president of CNAICO, Ji Xuecheng, pointed out implementing the comprehensive budget was significant for CNAICO. Through developing the budget, every department could systematically plan the future work and make good arrangement; understand the real situation of profitability in order to allocate resources optimally; develop the consciousness of frugality and economy. He requested that the performance indicator have to be carried out during the daily work through the budget; finance department should track and analyze the execution of budget very well. Also, the functional department, which has been assigned to take the responsibility of designated expense, should establish the corresponding account to provide a good foundation for budget check. Last but not least, every department needs to implement the budget seriously.

This conference has speeded up the progress of the comprehensive budget. After the improvement, the draft of the budget would submit to the decision center of CNAICO.
